The aim of this contribution is to share the findings from the Horizon Europe EDU4Standards.eu project and to propose a structured solution to address these challenges. In the EDU4Standards.eu project, 17 partners from 11 EU Member States are developing and testing a new “Innovative Teaching Concept of Standardisation” (ITCoS) in several pilots. The aim of the ITCoS is to connect industrial and societal dimensions while embedding responsible, human-centred standardisation and EU core values in the standards
development process (Edu4Standards.eu GA). The basis of the ITCoS is an Intended Learning Outcomes (ILOs) Framework that focuses on European values and EU interests, in particular green, digital and gender aspects. The ILOs framework defines learning outcomes for all levels of formal education, from early childhood to doctoral studies, as well as for non-formal education, while embedding value considerations at each stage of the learning process. In addition, the ILOs framework builds on well-established educational frameworks such as the European Qualifications Framework (EQF), the International Standard Classification of
Education (ISCED) and Bloom’s Taxonomy. The work on the ITCoS is further enriched by the identification, mapping and analysis of existing teaching content, teaching methodologies and gaps in standardisation education against the ILOs Framework. A further important aspect of the ITCoS is the EDU4Standards.eu Teachers’ Support Tool, which should support teachers in preparing their standardisation courses by providing examples of key topics, concepts, support material and good practice. Finally, a four-level hierarchical framework model for curricula development and implementation (Framework Model of ITCoS) will be presented as
one of the elements of the ITCoS. The Framework Model serves as a foundation for the development, implementation and evaluation of teaching pilots to be carried out in the second project year, as well as for the development of policy recommendations.
This contribution will explore the rationale behind the proposed framework, its key components and the implications for educators, policymakers and industry from a pedagogical, ethical and legal perspective.

The most critical challenges of our time for Europe include the green deal, energy transition, digital transformation, sustainability, social inclusion and closing the gender gap. To adequately address these challenges requires active and co- ordinated participation of all stakeholders, including industry, governments, higher education, research and civil society.

Standardisation plays a key role in this process, providing a framework that not only supports innovation but also ensures equality of and balance between these diverse stakeholders. However, truly participative standardisation requires the development of relevant skills and knowledge by all stakeholders. This holds for the individual standardisation professionals, who will need to also take into account the likely impact of their work as well as for societal stakeholders, who will need to understand the crucial importance of their engagement in standardisation. This, in turn, calls for new educational frameworks to support the development of this professional knowledge on all sides.
The questions the conference aims to address include: How can education support standardisation to be a driver of change while promoting innovation, sustainability and social inclusion? What are the future challenges for formal and informal education on standardisation? Do we need lifelong learning frameworks for standardisation and if so, which challenges may emerge in this context? What is the role of research on standardisation in shaping the future of education in this field? What lessons can be learned from previous initiatives on education in standardisation? Which strategies will lead to successful stakeholder engagement and how may innovative approaches to teaching standardisation look like?

Against this background, EURAS 2025 solicits papers on the above theme or elements thereof. However, articles on other standardisation topics will also be considered.

The German Institute for Standardization, DIN, and EDU4Standards.eu are glad to announce that the European research project "EDU4Standards" will be the special guest, presenting on the second day of the event. This session will primarily be conducted in English, offering a unique opportunity to delve into cutting-edge standardisation education.

Standardisation represents a civil society system of participation and co-design. Echoing the principles of democracy, it creates a structure where individuals can engage in specific topics and shape their respective fields. Much like the social rule-making found in politics, technical rule-making (standardisation) also has its European (CEN/CENELEC) and international (ISO/IEC) associations.

Anyone can contribute to writing standards – be it students, new colleagues, association members, or customers. Participants could collaborate with others who offer diverse perspectives on the same issue, and together, in a committee, define the necessary technical requirements through consensus.

The organisers cordially invite participants to explore this fascinating universe and integrate it into their teaching or knowledge transfer activities. Rest assured, they won't have to navigate this alone – support will be provided throughout.

When:

  • September 25th from 12:30 until approximately 21:30
  • September 26th from approximately 09:00 until approximately 21:30

Where:

  • DIN e. V., Am DIN-Platz, Burggrafenstraße 6, 10787 Berlin

Who Should Attend:

Teachers from all fields and subjects. This includes professors, post-docs, guest lecturers, and those who offer seminars in associations, train young people within companies, or aim to pass on standardisation knowledge as consultants.

EDU4standards is glad to invite you to the standICT.eu 2026 webinar "Standards essential patent regulation" on 27 June from 15:00 to 17:00 (CEST).

Background
With its vote of 28 February 2024, the European Parliament supported the EU Commission's proposal (COM(2023)0232) for a regulation on standard essential patents (SEPs)). Despite the stark criticism of the draft Regulation – particularly from the SEP holders – the European Parliament is not proposing any fundamental changes. The draft Regulation is now under review by the Council of the European Union. Once the Council presents its position, with potentially further requests for changes to the draft, the interinstitutional negotiations between the EU Commission, Council and EU Parliament ("trialogue") will follow.

This newly proposed regulation aims to streamline SEP licensing by enhancing transparency, reducing information asymmetries between SEP holders and implementers, and facilitating agreements on fair, reasonable, and non-discriminatory (FRAND) licenses. A notable feature of the proposal is the establishment of a competence center at the EU Intellectual Property Office (EUIPO), which will manage a registry and database for SEPs. SEP holders will be required to register their SEPs, which will undergo essentiality checks. The setting of an aggregate royalty and conciliation will also be offered by the EUIPO.

While the initiative has received broad support from stakeholders and academics for its potential to increase transparency, it faces opposition from major SEP holders and other interested parties. The webinar will explore these developments, discuss their implications, and answer your questions about how these regulatory changes might impact your business and the broader technology ecosystem.
